“Naver makes huge profit, but fails to meet consumer expectations”

FTC voices concerns over portal's excessive market power


On July 11, Kim Chul-Kyun, former new media secretary for the Blue House, attended the "Conference on Fair and Mutually Beneficial Policies for the Internet Industry" held in Yeouido, Seoul.

The Conference on Fair and Mutually Beneficial Policies for the Internet Industry, hosted by the Saenuri Party's think tank Yeouido Institute, brought together leaders from politics, government, civil society, and academia. The figures pointed out that institutional strategy needs to be provided in order to reduce the dangers of monopolies of the portal market.

Kim Chul-Kyun, former new media secretary for the Blue House, pointed out the following regarding portal issues - 1) super principal's dogmatic decision on the service policy and pricing disagreed by its subordinates, 2) its closed policy, 3) existing ecosystem destruction caused by launching its new business focused in keyword searching, and 4) its service operation that does not meet high social expectations, such as adting on the sidelines on the illegal ad issue.

Kim Chul-Kyun stated, "The super portal has a great influence especially in the field of news distribution. And now young people under 40 has a high confidence in the portal. They are indeed expecting high service quality. However, there is a few research on this while there are full of problems. They make hundred billions of won in profits every year. It's not they don't have ability to meet customers' expectations but they are not willing to meet expectations. I don't believe it would become a competitive global company if it makes damages by taking advantage of its monopolistic position."


On July 11, FTC spokesperson Kwon Chul-Hyun attended the "Conference on Fair and Mutually Beneficial Policies for the Internet Industry" held in Yeouido, Seoul.

Kwon Chul-Hyun, service monitoring manager of Fair Trade Commission who came to represent the government, stated that the many began to realize that the main goal of competition law is creating an environment for dynamic competition where innovations occur actively.

Kwon stated, "Innovation industry field might look like there are active competitions and innovations because sellers freely enter and exit the market. But, it's where dominant operators appear due to economies of scale and network effects and therefore it's where the roles of competition authorities are very important."

Kwon stated, "As platform providers' market share grew too much, many people are concerned over their adverse effect that they eliminate other competitors and dominate other related markets. In the same vein, the Federal Trade Commission of the United States and European Union competition authorities began investigations on Google's competition law violation in 2010 and recently issued their investigation reports."

He added, "The Fair Trade Commission also began investigations on national portal markets last May and received a lot of attention. The high interest on portals seem to prove that there were many issues on platform providers' good and bad effects in Korea as well."
