Many experts pointed out that the real owner should be sought in order to regulate Naver, which is labeled as an 'anti-social enterprise', and the national pension must actively exercise management rights on Naver for public benefit before it's too late.
On August 13, an investment analyst, who asked to stay anonymous, said, "Legislation for Naver regulation by politics and government is important, but what is far more urgent is to identify the actual owner of Naver, where the pension fund is the largest shareholder."
The expert explained that he knows that chairman Lee owns Naver but in fact, the national pension fund is the largest shareholder with 9.25 percent of Naver shares, making it the real owner.
Chairman Lee and his colleagues founded Naver, but his colleagues left the company. Many think that founder Lee is the owner, but actually, he owns 4.6 % stake as an individual shareholder.
An IT expert said, "The national pension fund, which owns the largest shares as an individual and manages the funds of the public, is the real owner of Naver. The existing executives and staffs in Naver are, to be exact, employees of a company to maximize the benefits."
Besides, many point out that 'internet giant' Naver has become a 'super media enterprise' controlling 80 percent of local search engine market with expanded businesses such as real estate, entertainment, and shopping related services.
Many experts say that Naver has moved beyond the private enterprise and should take on functions comparable to other public service sectors like broadcasting, communication, and press.
