Government launches formal public deliberation on AI-based welfare, lifelong jobs

The government has finalized three key deliberation topics — a basic society framework for the AI transition, intergenerational job cooperation, and life-related policy — and is launching formal public deliberation together with relevant ministries and citizens.


The Office for Government Policy Coordination announced on the 6th that it will operate a public deliberation platform aimed at preventing and easing conflict and supporting policy decision-making through deliberative, participatory social dialogue during the government's process of establishing and implementing public policy.


The three deliberation topics selected are: public deliberation on a basic society framework amid the AI transition; intergenerational cooperation and lifelong jobs; and "Discussion Forum for All."


First, the "Public Deliberation on a Basic Society Framework Amid the AI Transition," led by the Basic Society Committee, will discuss policy directions for guaranteeing citizens' basic rights during the AI transition and ensuring the benefits of AI-driven growth are distributed evenly across society.


The discussion will weigh growth potential against the risk of polarization, covering key topics such as income security and basic services, jobs and the future of labor, funding and reinvestment/redistribution, and universal access to AI.


Through a deliberative process involving a citizens' panel and a policy agenda planning group, expert presentations and discussions will take place from September to October, with a final policy proposal to be drawn up by early November.


The Economic, Social and Labor Council will discuss "Intergenerational Cooperation and Lifelong Jobs," covering a sustainable job system and ways to build a stable employment foundation across people's entire working lives.


The discussion will center on building a sustainable job system that includes all generations and establishing a stable job foundation across the life course, with the aim of identifying key employment tasks and implementation measures through citizen deliberation.


The "Discussion Forum for All," led by the Ministry of the Interior and Safety, is a cross-government policy communication program in which citizens directly discuss policies closely tied to daily life and propose improvements. Following an initial pilot phase, the program will continue identifying topics related to people's everyday lives on an ongoing basis.


The government plans to compile the results of deliberation on each topic to draw up policy recommendations by year-end, which will then be finalized following review by the Public Conflict Deliberation Operating Committee. Materials produced during the deliberation process will be made public through the websites of the Office for Government Policy Coordination and relevant agencies.
