Survey on anti-graft law to be launched for future overhauls

A public survey is set to be conducted to identify future tasks for institutional improvement to mark the 10th anniversary of the implementation of the Improper Solicitation and Graft Act, commonly known as the Anti-Graft Act.

 

The Anti-Corruption and Civil Rights Commission (ACRC) announced on June 15 that it will conduct a nationwide survey regarding the Anti-Graft Act on its online public participation platform, Kookmin Saenggakham (Idea E-People), from June 15 to 29.

 

The Anti-Graft Act has been in effect since September 28, 2016. Over the past decade, the ACRC has provided official interpretations of the law, inspected the operation of the system in public institutions, trained public officials, and intensively promoted precautionary guidelines during major traditional holidays such as Seollal and Chuseok.

 

The number of reported violations of the Anti-Graft Act plummeted from 4,386 in 2018 to 1,357 in 2024. The ACRC evaluated that the law has become stably entrenched in society. In addition, amendments to the law have been continuously made to reflect practical demands raised during its operation, such as adjusting the monetary value limits for meals and agricultural, livestock, and fishery gifts.

 

Marking the 10th anniversary, the ACRC is conducting this survey to listen to public voices regarding the achievements of the system and areas for improvement. The main questions will cover the overall effectiveness of the Anti-Graft Act, its impact on different sectors of public officials' duties, future tasks for institutional improvement, and the appropriateness of the current standards for official interpretations. Fifty survey participants will be randomly selected to receive a 20,000 won mobile gift certificate.

 

The results of this survey will be presented at a forum and talk concert scheduled for September to celebrate the 10th anniversary of the Act. The event is expected to provide an opportunity for public officials and citizens to share the achievements and challenges of the Anti-Graft Act and discuss its future direction.

 

"Over the past 10 years, the Anti-Graft Act has been a flagship anti-corruption law that ensures the fair performance of duties by public officials and enhances transparency in our society," said Lee Myung-soon, Vice Chairperson of the ACRC for Anti-Corruption. "Through this survey, we will reflect public opinions on the achievements and improvements of the law into our policies, and we will do our best to ensure the sound operation of the Anti-Graft Act moving forward."
