Banking services at Korea Post—including debit card payments, internet banking, ATM withdrawals and deposits, as well as insurance enrollment and claims—have been restored after a fire at the National Information Resources Service (NIRS) disrupted operations.

The Ministry of Science and ICT said services returned to normal from 9 p.m. on September 28.

Korea Post began system checks on the night of the 27th and, after confirming no abnormalities, decided to bring services back online.

All Korea Post financial functions are operating normally: debit card use, online transfers, ATM cash services, and insurance subscription and claims.

Korea Post said it will review any customer damages following full normalization. Mail services remain under inspection, with a target to resume on the morning of September 29.

Of the 19 top-tier administrative information systems overseen by the ministry, five—including the main website and work portal—are still down.

For the main website, visitors are being redirected to a dedicated outage page that provides alternative SNS channels (Instagram, Facebook, etc.) and guidance for handling civil petitions.

To sustain public services, agencies are temporarily using handwritten approvals and commercial email where needed.

Minister Bae Kyung-hoon apologized for the disruption, citing the NIRS facility fire that hosts Korea Post servers, and pledged continued system updates, monitoring, and a review of any losses to ensure both postal and financial services return to full normalcy.
