On September 5, Park Young-Gook, a director-general of the Culture Ministry in charge of media affairs, stated, "The government will revise the Press Act so that portals open their article display policy in detail for the sake of transparency of portals' front-pages and news section display standard." He said, "We plan to recommend portals to minimize revising headlines or texts of articles provided by media outlets."
Director Park made the official statement at the "Conference for Fair and Win-Win Solution for Portal News" hosted by The Yeouido Research Institute, Saenuri Party's think tank. He said, "We plan to promote amendment of press arbitration law where online news business operators are obliged to notify the correction of news provided by online newspapers. We will ensure the effectiveness by inserting a clause of imposing a fine of less than 10 million won if not followed."
Park said, "We will promote a voluntary deliberation business to review sensational news headlines, articles, or ads so that online press can purify itself."
He said, "Media outlets have been providing their news articles to portals and receiving content fees as a result. However, conflicts with the portals have been raised on the news related profit distribution matter due to the low proportion of sales revenue and their plunging profit structure."
He said, "When Naver stopped its "Newscast" service back in April and implemented "Newsstand", the traffic of online newspapers decreased while that of Naver's news section and Yonhap News increased, and this phenomenon aggravated dissatisfaction among news media."
