Joonggonara being the hotbed of stolen goods has long been a subject of controversy. However, Naver hasn't imposed any sanctions.

The police official said, "Joonggonara has become a dealing market for stolen goods and our cyber investigation team has been doing a variety of activities such as 'writing comments for crime prevention' but there is greater difficulty in the investigation if Naver doesn't cooperate."

In addition, there are many Naver cafés for Joonggonara fraud victims. For example, there is a café for Joonggonara dried milk fraud victims, http://cafe.naver.com/searchkimminji, which has 435 members.

Naver said, "We just provide space for users and we cannot check every transaction of more than 11 million users."
