On July 17, Shin Hye-Sik, the president of internet media Dongnip Shinmun and Newsfinder, criticized Naver for abusing its monopolistic position to tame the press in the portal market.
He pointed out that Naver is politically biased and furthermore, Naver is leaving all the content that promotes youth suicide and violence, and bullying. He said Naver's sensational murder articles, illegal videos, and pornography are easily accessible to the youth and the general public.
He said that Dongnip Shinmun has been excluded from Naver's searching for two years due to its promotional article, but Naver hasn't given any explanation for it.
Above all, he criticized that Naver has strong public goods characteristics since it uses public networks and facilities from the various taxes but the only thing they care is about making money.
Shin said, "Naver doesn't have right to kick out press from the market or limit keyword searching but currently, it is exceeding its authority. If Naver has function of media, then its articles should be reviewed by fair and objective third party. If an article gets excluded during its article reviewing because it is promoting something, then there wouldn't be any press free from it. If there is any harmful effect of promotional article, Naver should reveal to whom, what, and how it affected. Instead, Naver is rather taming the press to make money."
He said, "Fair Trade Commission (FTC) has launched another investigation into Naver due to its market monopolistic issue. But Naver is defending well because it has a lot of money. FTC should investigate thoroughly."
He said, "(Comprehensive daily media) AsiaToday and several other press are suffering from disadvantages of searching. The National Assembly should immediately take actions in terms of people's right to know. The press are not either making harmful content or violating any public standards so it's obvious that they should be in the market."
He continued, "It is urgent to establish an institutional arrangement to determine whether it is fine for Naver selling ads to put on its website while limiting the press putting promotional articles. Naver must not touch any press articles that meet the guidelines of press reviewing. It is unfair trading practices of Naver to expose particular press' articles. Naver has created a search ranking list that encourages the press to write sensational articles. Currently, the journalists write articles worrying about Naver traffic. The national government should actively take actions and regulate whether there are necessary information, news, and ads on portals that people must be aware of."
