As Ukrainian air strikes repeatedly damage key civilian facilities and infrastructure, Russia has enacted a presidential decree allowing the government to place core infrastructure owned by private enterprises under direct state administration.

According to CNN on the 25th local time, Russian President Vladimir Putin signed a decree the previous day granting the government authority to temporarily take over and control private companies if they fail to implement adequate security measures or promptly restore operations following Ukrainian attacks.

The scope of this presidential decree is broad. It encompasses major foundational industries nationwide, including fuel and energy facilities, telecommunications, transportation, and logistics.

Amid escalating aerial warfare between Russia and Ukraine, the fallout of the war is spreading into the daily lives of Russian citizens, disrupting fuel supplies due to Ukrainian mainland strikes.

Kremlin spokesperson Dmitry Peskov stated, "Many enterprises are neglecting security measures such as drone defense," adding, "The government has no choice but to intervene directly for national security." He emphasized that Western support for Ukraine also necessitates Russia strengthening its own security.

Ukrainian forces recently launched concentrated strikes on logistics hubs belonging to Russian e-commerce company Ozon. Ozon competes with Wildberries, Russia's largest online shopping platform, with both leading the domestic e-commerce market. Ukraine is striking these logistics bases to exert pressure on Russia's war economy.

Russia is likewise expanding its missile and drone offensives, taking advantage of Ukraine's shortage of U.S.-made Patriot interceptor missiles. According to the Ukrainian Air Force, Russia launched two missiles and 150 drones early that morning, 124 of which were intercepted.

Through the enactment of this decree, Russia is adopting a dual strategy of military offensives alongside tightened state control over domestic infrastructure. Analysts view this as a strategic move to directly manage the impact on Russia's broader economy and society beyond mere military responses in a protracted war.
