The Korea Social Security Information Service transferred South Korea's data- and AI-based "K-Welfare Model" operational expertise to Vietnamese public officials.
The Social Security Information Service announced on July 14 that it shared South Korea's social security information system establishment and operation cases with a training delegation of public officials from Ho Chi Minh City, Vietnam, at its headquarters in Gwangjin-gu, Seoul, on July 13.
The visit was organized as part of the "Social Security and Social Welfare System in the Context of Modern Urban Development" training program for Vietnamese officials in 2026, hosted by Kyung Hee University and Dankook University. A delegation of 20 public officials, including Ho Chi Minh City Deputy Secretary Nguyen Thanh Xuan, attended the event.
On the day, the Social Security Information Service introduced the operational status and achievements of major systems as leading examples of South Korea's social security information technology, including the social security information system "Haengbok-eum," the Public Health Information System (PHIS), and the digital care system.
In particular, the agency focused on sharing its data-driven operational experience in swiftly and stably delivering essential services to citizens, such as managing the eligibility and history of welfare recipients, linking the tasks of public health institutions nationwide, and providing emergency safety support for senior citizens living alone and people with disabilities.
During the subsequent Q&A session, the officials from Ho Chi Minh City showed keen interest in Korea's information system operational methods, data integration, and cases of providing tailored welfare services. Both sides also discussed possibilities for information technology cooperation to enhance the quality and administrative efficiency of social security services.
"The experience of South Korea, which has realized stable social security information services utilizing data and AI technology, was highly impressive," said Ho Chi Minh City Deputy Secretary Nguyen Thanh Xuan. "This training will serve as an important reference for enhancing the quality of Vietnam's social security services and its governance capabilities."
"We hope that the experience in establishing and operating social security information systems accumulated by the Korea Social Security Information Service will provide practical help in strengthening Vietnam's social welfare service capabilities," said Kim Hyun-jun, president of the Korea Social Security Information Service. "We look forward to expanding a sustainable cooperative relationship between the two countries on the occasion of this visit."
