Kim Jong Un, North Korea’s leader, has sent a congratulatory message to To Lam following his reappointment as general secretary of the Communist Party of Vietnam, reaffirming the two countries’ traditional friendship and practical cooperation.
According to Vietnam’s Foreign Ministry on Jan. 25, Kim, who also serves as general secretary of the Workers’ Party of Korea and chairman of the State Affairs Commission, praised To Lam’s re-election as a reflection of the strong trust and expectations placed in him by party members and the Vietnamese people.
In his message, Kim said To Lam has made devoted efforts to advance the development of the Communist Party and improve living standards for the Vietnamese people. He also expressed confidence that the 14th Central Committee of the party, led by To Lam, would successfully carry out the resolutions adopted at the party’s 14th National Congress.
Kim further emphasized his hope that the traditional friendly and cooperative relationship between the two parties and countries would continue to develop in line with the spirit of the agreements reached at the Vietnam–North Korea summit held in October 2025.
To Lam visited Pyongyang in October last year to attend events marking the 80th anniversary of the founding of the Workers’ Party of Korea and held a summit with Kim during the visit. By recalling the agreements reached at that time, Kim’s latest message is seen as signaling an intention to elevate bilateral relations to a more “practical and efficient” level across political, economic and social fields.
Earlier, North Korea had already sent a congratulatory message in the name of the Workers’ Party of Korea’s Central Committee on Jan. 19, when preparatory meetings for the Vietnamese party congress began, voicing support for Vietnam’s efforts to strengthen party leadership and consolidate its state and social systems.
