Democratic Party presidential hopeful Lee Jae-myung on April 15 called for a clear separation between investigative and prosecutorial powers, emphasizing that prosecutors should not be allowed to investigate cases solely for the purpose of indictment.
In a discussion video released through the Roh Moo-hyun Foundation’s YouTube channel, featuring writer Yoo Si-min and scholar Kim Yong-ok (Do-ol), Lee stated, “The agencies that investigate and those that prosecute should be separate, and investigative bodies must keep each other in check.”
Lee also advocated for strengthening the authority of the Corruption Investigation Office for High-ranking Officials (CIO). “There are too few prosecutors in the CIO,” he said, adding, “We need to expand the CIO and bolster the National Investigation Headquarters to enhance their independence and capacity.”
Addressing those involved in the December 3 martial law incident, Lee warned, “A military coup must never happen again. We need thorough countermeasures and accountability to ensure the country is never thrown into crisis again.”
He stressed, “Reconciliation is not the same as a cover-up. True unity requires uncovering the truth and holding those responsible to account.”
