South Korea's Ministry of Foreign Affairs said on Oct. 22 that it plans to send a letter to the president of the United Nations Security Council explaining, among other things, that the landmine explosion in the Demilitarized Zone (DMZ) constituted a clear violation of the Armistice Agreement by North Korea.

Speaking at a briefing at the ministry's headquarters that day, spokesperson Park Du-soon said, "We plan to send a letter addressed to the president of the Security Council on Thursday, Oct. 22, New York local time, in the name of South Korea's ambassador to the United Nations."

"The letter will explain that the explosion was caused by a landmine planted by North Korean troops and that it constitutes a clear violation of the Armistice Agreement. It will also demand an apology and responsible measures from North Korea, while calling for dialogue to prevent further escalation of tensions and restore trust," Park said.

He continued, "We also intend to draw attention to North Korea's recent attempts to characterize our military's legitimate operational activities near the Military Demarcation Line as provocations and shift responsibility for rising tensions in the region onto our side."

"In addition to sending the letter, the Foreign Ministry has been fully explaining the objective findings of the investigation and our government's position to major countries and the international community, while urging North Korea to act responsibly," Park said.

"We plan to continue these efforts going forward," he added.
