National Assembly Speaker Cho Jung-sik drew a line on July 29 regarding the controversy over President Lee Jae-myung serving a second term, stating, "A consecutive term for the sitting president is not subject to constitutional amendment debate." This is interpreted as an effort to quell escalating controversy after his remarks at a press conference the previous day left open the possibility of a president serving consecutive terms.

Speaker Cho stated on Facebook that day, "Article 128, Paragraph 2 of the Constitution stipulates that 'any amendment to extend the term of office of the President or to allow re-election shall not be effective for the President in office at the time of the proposal of such amendment.'" He added, "The contents of the Constitution must be respected, and a consecutive term for the sitting president is not subject to discussion in upcoming constitutional amendment debates."

Earlier, during his press conference, Speaker Cho sparked controversy when asked about a constitutional amendment extending the sitting president's term, answering that it was "a matter of public choice." He had said, "It is premature. Regarding power structure reform, the issue of a sitting president's consecutive term is a matter of public choice and depends on how various political parties reach an agreement."

Political circles interpreted these remarks as leaving open the possibility of a second term for President Lee, drawing fierce criticism led by opposition parties. Notably, People Power Party leader Jang Dong-hyeok wrote on Facebook, "The dark intentions have been exposed," adding, "Just try an 'amendment to extend the term.' You will not even finish the remainder of your current term."

Speaker Cho remarked, "I express regret over causing misunderstanding and controversy contrary to my original intent. I will make my utmost efforts to open the future of the Republic of Korea by promoting constitutional reform focused on topics agreed upon by both ruling and opposition parties and supported by the public."
