On April 3, the day before the Constitutional Court's ruling on President Yoon Suk-yeol's impeachment, the National Police Agency declared a level B emergency at 9 a.m. for its headquarters and the Seoul Metropolitan Police Agency. This designation allows for the mobilization of up to 50% of available personnel. Other regional police agencies were placed under a level C emergency, permitting up to 30% mobilization.
Under these emergency protocols, police officers have been instructed to avoid taking leave, and command staff must maintain readiness for immediate contact. The Seoul Metropolitan Police Agency has established a 150-meter restricted zone around the Constitutional Court, where all assemblies and demonstrations are prohibited.
Vehicle access is also being controlled using barricades near Anguk Station exits 1 and 6, Suun Hall, Unhyeongung, the Hyundai Geidong Building, and Jaedong Elementary School. While pedestrian access remains generally permitted, the sidewalk directly in front of the Constitutional Court is restricted to court officials and accredited media.
On the day of the ruling, April 4, police plan to expand buffer zones to prevent potential clashes between opposing groups. Security will also be tightened at major national institutions, including the National Assembly, the presidential residence in Hannam-dong, and the presidential office in Yongsan.
