Kwon Young-se, interim leader of the ruling People Power Party (PPP), said on April 3 that the party would push for a constitutional amendment if the Constitutional Court rules to reinstate President Yoon Suk-yeol. The court’s decision on Yoon’s impeachment is scheduled for release on April 4.
Speaking during an emergency committee meeting at the National Assembly in Yeouido, Seoul, Kwon said, "If the Constitutional Court's ruling results in the president's return to duties, our party will promptly initiate constitutional reform." He emphasized that President Yoon had previously expressed his willingness to not be bound by the remainder of his term and would align with public sentiment to support a new constitutional framework.
Kwon argued that the recent political turbulence — including the president's impeachment and the martial law declaration — revealed the limitations of the current 1987 Constitution. He criticized the so-called “imperial presidency” under the existing system, noting that in practice, it fails to provide checks on legislative overreach, creating what he described as a “legislative dictatorship.”
“The people have seen how dangerous it is to concentrate power in the National Assembly. A new system is needed to ensure balance between the branches of government,” Kwon said.
He added that the PPP would gather national consensus on the constitutional reform and prioritize crafting a governance system that meets the demands of the times.
